Shaun Flanagan is the
Director of the Centre for Metrics at the Legatum Institute in London.
Shaun spent 20 years working in the UK Government Statistical Service,
gathering data and producing analysis for Government Ministers and officials to
inform and monitor Government policy in a number of departments. In 2012
he left the Civil Service to be the Head of Statistics at The Association
of British Insurers, where he ran a team producing a large volume of data
